Board of Trustees - Charter

Our Beliefs

–     We honour the Treaty of Waitangi and Maori rights as tangata whenua

–     The learning and growth of our young people is central to all that we do

–     Our students have the right to high quality, innovative academic, social, and cultural learning opportunities and the responsibility to learn from these.

–     Our school is a place where students, whanau and staff feel safe, and are strong and secure in their own cultural base and language. We support the right of all cultures to retain and express their identity and cultural practices and will ensure that our school is responsive to that right.

–     Whanaungatanga is the basis of school organisation and practice

–     The philosophy of middle schooling provides best for the unique developmental needs of young people between the ages of 11 and 15.

–     We will foster a climate of trust, honesty and mutual respect

–     We will develop reciprocal relationships with our community which will be of mutual benefit to families and school and which will support our young people’s learning.

–     We believe that teaching is a reflective profession. We value our teachers and our ancillary staff and will support them in their role and their professional development.

The National Education Goals

Education is at the core of our nation’s effort to achieve economic and social progress. In recognition of the fundamental importance of education, the Government sets the following goals for the education system of New Zealand.

1.  The highest standards of achievement, through programmes which enable all students to realise their full potential as individuals, and to develop the values needed to become full members of New Zealand’s society.

2.  Equality of educational opportunity for all New Zealanders, by identifying and removing barriers to achievement.

3.  Development of the knowledge, understanding and skills needed by New Zealanders to compete successfully in the modern, ever-changing world.

4.  A broad education through a balanced curriculum covering essential learning areas with high levels of competence in basic literacy and numeracy, science and technology.

5.  Excellence achieved through the establishment of clear learning objectives, monitoring student performance against those objectives, and programmes to meet individual need.

6.  Success in their learning for those with special needs by ensuring that they are identified and receive appropriate support.

7.  Increased participation and success by Maori through the advancement of Maori education initiatives, including education in Te Reo Maori, consistent with the principles of the Treaty of Waitangi.

8.   Respect for the diverse ethnic and cultural heritage of the New Zealand people, with acknowledgment of the unique place of Maori, and New Zealand’s role in the Pacific and as a member of the international community of nations.

9.  Access for students to a nationally and internationally recognised qualifications system to encourage a high level of participation in post-school education in New Zealand.

10. A sound foundation in the early years for future learning and achievement through programmes which include support for parents in their vital role as their children’s first teachers.

Descriptions

Te Whanau o Tupuranga

The school opened in February 2006 as a designated character school – formerly the Maori bilingual unit of Clover Park Middle School. The two schools share the same site and an extensive remodelling and building programme was completed in 2009.

During the establishment phase, both schools had separate boards and acting principals. In November, 2006 both board realised their goal to combine boards and won official approval for this from the Minister of Education. The appointment of one principal to lead both schools was completed in December, 2006. The combined board has developed a shared strategic direction and collaborative planning.

Te Whanau o Tupuranga caters for a multicultural community in the urban area of Otara, 1.5 kilometres east of the Manukau City Centre. Families are predominantly Maori and several families are choosing to travel from outlying suburbs to access the bilingual programme.

Clover Park Middle School
Clover Park Middle School is a Year 7 to 10 state school with a learning philosophy based on the developmental needs of this age group. The school offers bilingual programmes in Samoan/English and Tongan/English and has a strong Cook Islands Maori unit.

Both campus schools are committed to excellence, academically, socially, culturally and physically through effective innovative programmes based on the cultural backgrounds and strengths of our students. Both schools have the goal of bilingualism for all.

The schools are committed to providing an environment which is safe for learning, experimenting and rational risk taking. Middle school philosophy that is based on the developmental needs of emerging adolescents underpins both schools’ Year 7-10 programmes and practice.
